Restore the Snake River and its salmon and steelhead –

Invest in our communities and environment and future!

In February, Congressman Mike Simpson (R-ID) announced a groundbreaking proposal to restore the lower Snake River and its endangered salmon and steelhead while making big investments in regional communities and infrastructure. His proposal includes:

Removing four dams to restore the lower Snake River and its endangered salmon and steelhead populations – and help feed hungry Southern Resident orcas;
Creating a new National Recreation Area along the banks of a restored lower Snake River;
Making big investments in clean energy & transportation, and the region's fishing and farming communities; and
Upholding our nation’s promises to Northwest Tribes.

Decades of costly and ineffective policies have brought many salmon and steelhead populations to the brink of extinction. Risk and uncertainty are affecting our region’s energy and agricultural sectors. We urgently need a comprehensive solution to address these core issues and bring everyone forward together.

With his announcement, Rep. Simpson kicked off an urgently-needed conversation about the future of endangered Snake River salmon, Southern Resident orcas that rely on salmon, and the health and prosperity of tribal and non-tribal communities acorss the Northwest. We have a rare opportunity today to solve a set of long-standing problems and achieve the largest river and fish and wildlife restoration in history. With targeted investments in energy and agriculture, we can position our regional economy for the 21^st century. It will take all of us working together to seize this once-in-a-generation opportunity.

I am writing to ask you for your urgent leadership to work with others in the Pacific Northwest to address the challenges facing Northwest salmon and orcas, Tribal and non-tribal fishing communities, and the energy and agricultural sectors. I ask you to help develop and deliver a comprehensive solution that restores the lower Snake River and its endangered salmon and steelhead populations by removing its four federal dams in southeast Washington State, investing in critical infrastructure and communities in order to bring everyone forward together. The people of the Pacific Northwest need a comprehensive legislative solution that: — Protects and restores imperiled salmon populations in the Snake River Basin and regionally – and help to feed endangered Southern Resident orcas; — Upholds our nation’s responsibilities to Northwest Native American Tribes; and — Creates economic opportunities with significant investments in our region’s fishing, farming, and river communities and essential energy and transportation infrastructure. Already imperiled salmon and steelhead populations in the Snake River Basin are under even greater threat this year as the impacts of a changing climate exacerbate the harmful effects of the federal systems of dams on the lower Snake and lower Columbia rivers. Now is the time for members of Congress to work with the Northwest states, Northwest Tribes, and affected stakeholders to develop and deliver a comprehensive plan that meets the needs of salmon and orcas, tribal and non-tribal communities and fishing and farming communities. Your urgent involvement and committed leadership are essential for providing a critical boost for salmon, orcas, and our economy. A smart comprehensive approach can help us emerge from the "COVID economy" and position our state and region for the challenges - and opportunities - we face in the 21st century. Our region’s salmon and orca populations face extinction today – and there is great urgency to act. Right now we have a once-in-generation opportunity to make badly needed investments in our region’s environment, economy, and communities. By restoring the lower Snake River through dam removal, we can achieve the largest river and wildlife restoration initiative in history. Importantly, it would also make significant investments in our region’s clean energy and transportation sectors and increase economic opportunities and quality of life across our region.
