Once again, the federal agencies that manage the dams on the Snake and Columbia Rivers – led by the Trump Administration -- have rejected desperately-needed salmon restoration actions in favor of maintaining the costly, risky and uncertain status quo.

The federal government's "new" plan repeats the mistakes of the past and rejects a critical component of a comprehensive solution for salmon and communities – restoring the lower Snake River by removing its four federal dams. But this crucial step is only part of the answer that Snake River salmon and Northwest communities urgently need and deserve.

We must think bigger and bolder. Our elected leaders must step forward and lead because salmon and all that they bring to the Pacific Northwest face extinction today. Now is our opportunity to change direction and not only achieve the largest river restoration and salmon recovery in history but also make critical investments to enhance the regional economy and create a strong future for farming, fishing, recreation, port, and tribal businesses.

Subject: Snake River salmon and Northwest communities need your leadership and comprehensive solutions.

The recently-released Final EIS and 2020 Biological Opinion for the Columbia and Snake River fails to deliver the comprehensive solution that Snake River salmon and Northwest communities urgently need and deserve. Despite twenty-five years and more than $17B spent, the federal government has failed to protect much less restore critically endangered salmon and steelhead populations in the Snake and Columbia rivers. We urgently need a new approach that restores the lower Snake River as a critical step to recover the Northwest’s signature native fish and the many benefits they bring to communities and endangered orcas and other fish and wildlife populations that rely on them. The Northwest’s tribal and non-tribal communities and businesses that depend on healthy salmon populations for livelihood, food and recreation cannot bear the economic costs and cultural losses of declining salmon populations year after year. This has never been more true than now, as communities struggle with the harsh economic disruption and health impacts caused by COVID-19. I ask you to use your leadership to bring people in our state and across our region together to urgently develop comprehensive solution that: 1) Restores abundant, fishable salmon populations in the Columbia-Snake River Basin. 2) Invests in our regional economy and communities, including farming, fishing, recreation, port and tribal businesses. 3) Fulfills our federal treaty and trust responsibilities to Northwest Native American Tribes and honors their livelihoods and cultural values; and, 4) Ensures a reliable, affordable and clean power system for the Northwest. Please use your leadership to bring people together to develop a strategic investment package that restores the lower Snake River and its endangered salmon populations, expands our clean energy economy, and invests in critical transportation and other projects that will move everyone forward together.
